Notice

Summary

The U.S. Department of Commerce found that some Chinese aluminum extrusion makers got unfair government help in 2024, so they’re reviewing duties (extra taxes) on these imports. They’re also stopping part of this review early. This affects Chinese exporters and U.S. buyers, with possible changes in import costs starting April 15, 2026.

3 provisions identified: 0 benefits, 3 costs, 0 mixed.

Huge Preliminary Duty Rate Set

Commerce preliminarily found countervailable subsidies for certain Chinese aluminum extrusion producers for the period January 1, 2024 through December 31, 2024 and assigned a preliminary ad valorem subsidy rate of 164.29% to six named companies. This preliminary finding is effective April 15, 2026 and may raise import costs for U.S. buyers of aluminum extrusions from those companies.

Cash Deposit Collection After Final Results

Upon issuance of the final results, Commerce intends to instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties for shipments entered or withdrawn from warehouse for consumption on or after the date of publication of the final results. Commerce intends to issue assessment and rescission instructions to CBP no earlier than 35 days after publication of the final results; final results are expected within 120 days of the publication of these preliminary results.

Review Rescinded For 79 Companies

Commerce is rescinding this administrative review for 79 companies after timely withdrawal of review requests; for those companies, Commerce will instruct U.S. Customs and Border Protection to assess duties at the cash deposit amount that was required at the time of entry for entries made January 1, 2024 through December 31, 2024. This affects importers of those 79 companies' aluminum extrusions.
