Colleges Must File Foreign Gift Reports
Institutions of higher education must file a disclosure report with the Secretary of Education under Section 117 (20 U.S.C. 1011f) on January 31 or July 31, whichever is sooner, when certain foreign gifts or contracts trigger the requirement. This renewal of the information collection keeps that filing requirement in place.
Estimated Reporting Burden Quantified
The Department estimates the Foreign Gifts and Contracts Disclosures collection will produce 10,413 annual responses and 5,207 total annual burden hours under OMB Control Number 1845-0172. These totals measure the paperwork time commitment institutions and other respondents will incur each year.
New Portal for Submitting Disclosures
The Department will use a new, more user-friendly portal at https://www.foreignfundinghighered.gov to collect Foreign Gifts and Contracts Disclosures, replacing the prior PEBC collection portal. Institutions and other respondents will submit required information through that website.
