69% Duty on Laos Silicon Imports

Starting April 16, 2026, the U.S. Department of Commerce issued a countervailing duty order that applies a 69.10 percent ad valorem subsidy rate to silicon metal imported from the Lao People's Democratic Republic. The rate listed is 69.10% for Lao Silicon Co., Ltd and 69.10% for all other producers/exporters.

Retroactive Liability for Past Entries

Commerce will direct U.S. Customs and Border Protection to assess countervailing duties on silicon metal from Laos entered, or withdrawn from warehouse, for consumption on or after September 26, 2025. Entries that were entered or withdrawn for consumption on or after January 24, 2026 and through April 15, 2026 were liquidated without regard to countervailing duties (the provisional-measures gap) and therefore are not subject to these assessments.

Semiconductor-Grade Silicon Exclusion

The CVD order excludes semiconductor-grade silicon that contains at least 99.99 percent silicon by weight (classifiable under HTSUS 2804.61.0000). The order covers other silicon metal containing at least 85.00 percent but less than 99.99 percent silicon and less than 4.00 percent iron.
