Pipeline Ownership Transfer with No Rate Change
Scout V Hugoton plans to sell about 249.1 miles of pipeline called the West Hugoton System to Pan-Hugoton Gathering Company (PHGC). PHGC says it will own and operate the system and provide transportation under the same rates, terms, and conditions as Scout's current tariff.
New Transporter May Offer Firm and Interruptible Service
PHGC has asked for a blanket certificate under Part 284 to transport natural gas for others on a firm and interruptible basis on the West Hugoton System. If granted, PHGC could offer firm and interruptible transportation service to third parties on that system.
Routine Construction and Operations Authority Requested
PHGC also requests a blanket certificate under Part 157 to perform certain routine construction, operation, and abandonment activities on the West Hugoton System. That authorization would let PHGC carry out routine work related to the pipeline without separate authorizations for each such activity.
