New UPU-based Inbound Parcel Rates
If you send or receive international parcels for your business, the Postal Service has submitted new self-declared inbound parcel (Inward Land) rates that will take effect January 1, 2027 because of changes to the Universal Postal Convention. The Postal Service filed those self-declared rates with the Postal Regulatory Commission and must notify the UPU by May 1, 2026.
Required International Proof-of-Delivery Fee
Starting in calendar year 2027, designated postal operators will be required to provide an ancillary international proof of delivery for inbound parcel post, and they may charge either the Convention-fixed rate or an equivalent domestic proof-of-delivery charge. The Postal Service filed its elected rate for this ancillary service to take effect January 1, 2027.
