4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Estimated Annual Responses and Hours

The NRC estimates about 1,810 annual responses and about 1,292 annual respondents. The annual estimated hours to comply are NRC = 4,208 hours, Agreement State respondents = 45,550 hours, and third parties = 1,171 hours. These numbers show the scale of the paperwork and time burden across the regulated community.

Renewal of NRC Form 313 Collection

If you apply for a license to possess, use, or distribute byproduct or source material, you must continue to use NRC Form 313 (and the 313A series). The form is submitted one time for a new license, then again every 15 years for renewal, with amendment requests submitted as needed. The NRC uses the information to check training, experience, and safety measures to protect public health and safety.

Third-Party Preceptor Attestations Required

Certain individuals (for example authorized users and some safety officers) require preceptor attestations as part of the NRC Form 313A series, and those attestations must be provided by a third party rather than the applicant. The NRC counts third-party attestation time in its burden estimate (1,171 annual hours).

No New Fees or Major Changes

The NRC is renewing approval for the existing forms and is not proposing new fees or major substantive changes to the information collection as part of this renewal. The renewal keeps current submission practices in place while updating paperwork approval.
