Data Sharing to Recoup Improper Payments
HUD may disclose FDM records to the U.S. Department of the Treasury under Executive Order 14249 and OMB Memorandum M-25-32 to identify, prevent, or recoup improper payments through the Do Not Pay Working System. This sharing explicitly covers applicants for or recipients of Federal funds, including state-administered, federally funded programs.
Who Is Covered and What Data Is Stored
The Financial Data Mart stores personally identifiable and financial records for members of the public, federal employees, contractors, third-party vendors, and recipients of grants, subsidies, or loans; stored fields include names, Social Security Numbers, Taxpayer IDs, home/business addresses, bank account and routing numbers, emails, salaries, and user IDs. The SORN update adds new authorized disclosures for some of these records.
Data Use to Support Fund Disbursement
HUD may disclose FDM information to the U.S. Department of the Treasury when necessary to support disbursement of funds and related transactions or adjustments. This routine use enables Treasury to receive records needed for processing payments.
Data Sharing for Research and Analysis
HUD added a routine use that allows disclosure of FDM records to contractors, grantees, researchers, and other entities for statistical analysis and research to support program operations, evaluation, and policy. The notice states those records may not be used to make decisions that affect the rights, benefits, or privileges of specific individuals and may not be further disclosed in an identifiable form.
