Designated Housing Plan Tenant Protections
Public housing agencies (PHAs) must submit a Designated Housing Plan (DHP) to HUD before designating a project as elderly-only, disabled-only, or elderly-and-disabled. The DHP must explain the designation and include specific information such as a description and justification of the plan, availability of alternative housing for non-designated populations, impact on accessible housing, a statement that existing tenants in good standing will not be evicted, any resources for voluntary relocation benefits, and how the plan complies with court orders and civil rights laws.
