Analyzed Economic Effects
3 provisions identified: 2 benefits, 1 costs, 0 mixed.
No-entry 200-yard safety zone
You may not be in the water or on a vessel within a 200-yard radius of the fireworks barge (at 48°37'04" N, 093°20'52" W) on August 8, 2026, from 8:00 p.m. to 11:00 p.m. unless the Captain of the Port or a designated representative gives you permission. The rule covers all navigable waters from surface to bottom inside the 200-yard radius during that time.
Permission and transit options provided
If you need to enter the safety zone, you can request permission from the Captain of the Port or their representative on VHF-FM channel 16. The Coast Guard will issue a Local Notice to Mariners so vessels can plan to transit around the zone or seek authorization.
No significant economic impact for small entities
The Coast Guard certifies under 5 U.S.C. 605(b) that this proposed rule will not have a significant economic impact on a substantial number of small entities because vessel traffic can transit around the area, the area and time affected are small, and the enforcement period is during normally low traffic. If you believe your small business would be significantly affected, you may submit comments by June 4, 2026.
