Reinstated Veterans Noncompetitive Hiring

The National Archives is seeking OMB approval to reinstate NA Form 3102 (NARA Employment Interest Questionnaire) to connect veterans and Schedule A–eligible applicants with noncompetitive hiring opportunities at NARA. The form (expired July 2025) will populate a Resume Repository so managers can consider candidates for direct, noncompetitive hires into excepted service positions that could become permanent after required trial periods. Candidates must be U.S. citizens, eligible veterans, or Schedule A–eligible.

Short Application and Data Stored in Repository

NARA estimates 300 respondents will use NA Form 3102; each response takes about 5 minutes (estimated total annual burden 25 hours). The questionnaire collects name, email, phone, U.S. citizenship status, past federal employment, referral source, desired work location, types of positions of interest, minimum starting grade level, and links to resumes/cover letters. That information is entered into a spreadsheet Resume Repository which managers can sort, filter, and access without limit to consider candidates for direct hires.
