Preliminary Finding of Subsidies on Millwork Imports

The Department of Commerce preliminarily found that some producers/exporters of wood mouldings and millwork products from the People’s Republic of China received countervailable subsidies for the period January 1, 2024 through December 31, 2024. This preliminary finding could lead to countervailing duties on those imports; the notice is applicable May 8, 2026.

Specific Preliminary Duty Rates Announced

Commerce preliminarily assigned ad valorem countervailable subsidy rates for the period January 1, 2024 through December 31, 2024: Fujian Hongjia Craft Products Co., Ltd. 49.65%; Nanping Huatai Wood and Bamboo Co., Ltd. 51.81%; a weighted-rate for non-selected companies 50.67%; and Fujian Yinfeng Imp & Exp Trading Co., Ltd. 200.00%. These are the preliminary percentages Commerce will use unless changed in the final results.

Cash Deposit and Assessment Rules for Importers

Commerce will instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties on shipments entered or withdrawn for consumption on or after the date of publication of the final results. Cash deposit rules include: company-specific final rates will apply (rates under 0.50% will be zero); if producer and exporter rates differ the higher rate applies; and the 'all-others' rate currently remains 20.56%. Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication of this notice for rescinded companies and no earlier than 35 days after the final results for other companies.
