Large Steel Pipe Ruled In Scope
Commerce found that welded carbon and alloy steel line pipe with an outside diameter greater than 406.4 mm (16 inches) that meets ASTM grades A671, A672, or A691 is within the scope of the antidumping/countervailing duty orders on large diameter welded pipe from India. This scope ruling was issued February 23, 2026.
U.S.-Origin Mattress Core Excluded
Commerce found that a U.S.-origin mattress core assembled with a cover in Mexico was not substantially transformed in Mexico and therefore has a country of origin of the United States and is outside the scope of the mattresses from Mexico order. This scope ruling was issued March 10, 2026.
Aluminum Wall Standoffs Ruled In Scope
Commerce determined that wall standoffs composed of 6xxx-series aluminum extrusion components, fabricated by machining, threading, and anodizing, are covered by the antidumping and countervailing duty orders on aluminum extrusions from China. This scope ruling was issued March 24, 2026.
Walk-Behind Mowers Excluded
Commerce found that certain walk-behind lawn mowers assembled in Thailand, using U.S.-origin engines and Chinese-origin cutting deck shells, are excluded from the scope of the orders because the scope language requires attachment of the engine and cutting deck shell in China and the attachment occurred in Thailand. This scope ruling was issued January 29, 2026.
Brake Hose Fittings Ruled Out of Scope
Commerce determined that certain brake hose fittings imported by AGS are not covered by the antidumping and countervailing duty orders on forged steel fittings from China because the fittings are substantially similar to previously excluded fittings used to convey noncorrosive fluid. This scope ruling was issued January 28, 2026.
Mattress Covers Not In Scope
Commerce found that mattress covers imported by EBI do not contain a mattress core (innersprings, foam, other resilient filling) and therefore do not fall within the scope of the mattresses from Poland order. This scope ruling was issued January 28, 2026.
