Advance Notice for Delivery‑Time Changes
Starting June 12, 2026, the Postal Service must file notice with the Postal Regulatory Commission at least 7 days before implementing any change to service standard delivery day ranges or origin/destination ZIP Code pairs that affects the number of days to delivery. Each notice must use plain language and list all locations affected (at the service‑standard level), the categories of market dominant products affected, the current service standard, the planned service standard, and the date of the planned change.
30‑Day Notice for External Measurement Changes
The Postal Service must file notice with the Commission describing all changes to external service performance measurement systems and service goals (including performance targets) at least 30 days before planned implementation. The rule also requires 30 days' notice for changes to reporting methodologies or use of proxies that are not associated with internal or hybrid systems, and authorizes the Commission to review changes that might materially affect measurement accuracy or product characteristics.
Annual Performance Targets Filing Rule
The Postal Service must set reasonable performance targets for each market dominant product for each fiscal year and provide those targets to the Commission not later than 60 days after the beginning of the fiscal year in which they apply. The Postal Service must include enough information for the Commission to determine, by a preponderance of the evidence, that the targets are reasonable, and the Commission will use those targets to evaluate annual compliance.
