Amendment Defines Waivers, Exit, Termination

The MTW ACC Amendment says PHAs remain subject to existing ACC terms except where provisions are waived by the MTW Operations Notice or the MTW Selection Notice. The Amendment also outlines how a PHA may transition out of the MTW demonstration and describes HUD's termination rights if a PHA defaults.

PHAs Must Sign MTW ACC Amendment

If you are a public housing agency (PHA), HUD will require the PHA to sign the Moving to Work (MTW) Amendment to the Annual Contributions Contract (ACC) to participate in the MTW demonstration. The Amendment sets the basic terms and conditions for new PHAs and existing MTW PHAs electing to be governed under the Consolidated Appropriations Act, 2016, and requires the PHA to follow the MTW Operations Notice and its Selection Notice.

Paperwork Renewal and Estimated Burden

HUD is renewing the information collection (OMB Control No. 2577-0294; Form HUD-50166) and requests public comment by July 14, 2026. The notice lists an estimated burden for HUD-50166 as 5 respondents, frequency of response 5, burden hours per response 5.00, hourly cost $85.92, and an annual cost value shown as $429.60.
