Court Tweaks Turkish Aluminum Foil Tariff Rates

Published Date: 5/18/2026

Notice

Summary

The U.S. Court of International Trade changed the rules on how much extra tax (antidumping duty) some Turkish aluminum foil makers must pay when selling in the U.S. This affects three companies working together: Assan, Kibar, and Ispak. Starting May 15, 2026, the government updated the tax rates to match the court’s decision, which could change the money these companies owe.

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Assan group dumping margin change

The estimated weighted-average antidumping margin for Assan Aluminyum Sanayi ve Ticaret A.S., Kibar Dis Ticaret A.S., and Ispak Esnek Ambalaj Sanayi A.S. (the Assan Single Entity) was amended from 2.28 percent to 2.30 percent. This amendment is effective May 15, 2026 and changes the official dumping margin Commerce applies to that named group.

Assan cash deposit rate unchanged

Commerce states that this notice will not affect the current cash deposit rate for the Assan Single Entity because that entity has a superseding cash deposit rate from a subsequent administrative review. This status is noted in the notice effective May 15, 2026.

All-others margin and cash deposit set

For all other producers and exporters of the subject aluminum foil (the "All Others" category), Commerce amended the estimated weighted-average dumping margin to 2.30 percent and set the amended cash deposit rate (adjusted for export subsidy offsets) at 1.97 percent. These amendments are effective May 15, 2026, and Commerce will issue revised cash deposit instructions to U.S. Customs and Border Protection for those all-others producers and exporters.
