Summary
Gives farmers and private forest owners faster access to money after disasters by allowing larger advance payments for emergency repairs and restorations. It also broadens which wildfires count as qualifying damage, including some fires involving the Federal Government.

Upfront disaster repair funds for farms
If enacted, agricultural producers could get Emergency Conservation Program money before work starts. They could receive up to 75% upfront for replacement or rehabilitation, and up to 50% for repairs. USDA would set the fair market cost used to size the advance. Wildfire damage would also qualify even if the fire was human-caused or started by the Federal Government, when the spread was due to natural causes.
Advance cash for forest recovery work
If enacted, owners of nonindustrial private forest land could get up to 75% of emergency work costs in advance. USDA would base the amount on each State’s NRCS Field Office Technical Guide. Any advance not spent within 180 days would need to be returned within a reasonable timeframe.
