- Homeowners: Individuals in eligible high-risk areas could get grants through State or tribal governments for qualifying upgrades, capped at $10,000 per household and indexed to CPI. Eligibility would be limited to taxpayers with adjusted gross income under $250,000 for singles or $500,000 for joint filers.
- States and tribal governments: States and tribes would submit plans that map risk areas, assess homeowner insurance availability, list eligible mitigation activities, and set per-household payment limits. The President would designate eligible disaster areas, provide technical assistance, and review those designations at least every five years.
- Tax, insurance, and standards: IH-DMP payments and certain State mitigation payments would be excluded from gross income and taxpayers could claim a 30% credit for qualifying mitigation expenditures. A 50-member Hazard Mitigation Advisory Committee would advise the President on eligible activities, and States would be required to inform insurers and consumers about mitigation standards and potential premium discounts.

Up to $10,000 grants to harden homes
This bill would set up State- and tribe-run grants to help households pay for pre-disaster home upgrades. Your home would need to be in a designated high-risk area, and your prior-year AGI would need to be $250,000 or less ($500,000 if filing jointly). You could get up to $10,000 per household, not more than your actual cost, with the cap rising each year for inflation. Work would need to meet mitigation standards (for example roof, flood, wildfire, seismic, or safe rooms). The federal list of eligible areas and standards would be reviewed at least every five years.
Tax breaks for disaster-proofing homes and buildings
You would be able to claim a 30% federal tax credit for qualifying mitigation work on property you own or lease, for costs paid after enactment. If a State pays part of the cost, that part would not count toward your credit, and you could not also claim another deduction or credit for the same expense. If part of the work is for your business, that portion would follow business credit rules, and your property basis would be reduced by the credit. Cash grants from the new household mitigation program would be tax-free for amounts received after enactment. State catastrophe mitigation payments for work on your residence would be tax-free for tax years beginning after December 31, 2025.
Tax break for farm disaster aid
Certain federal farm disaster and assistance payments would be treated as tax-free disaster relief. This would cover named programs such as WHIP+ and the Quality Loss Assistance Program. The change would apply to tax years beginning after December 31, 2025.
