Analyzed Economic Effects

More federal support for preterm birth research

The bill would extend PREEMIE research authority through fiscal years 2025 through 2029. HHS would be able to keep funding research on preterm labor and low birthweight infants. This would take effect upon enactment. The bill would not set dollar amounts or give direct payments to families.

National study and interagency group on prematurity

The bill would require HHS to contract with the National Academies. Within 30 days of enactment, they would form a committee of maternal health experts. The committee would study premature birth costs, causes, and ways to prevent it, and include the raw data. A final report would be due within 24 months to HHS, the House Energy and Commerce Committee, and the Senate Finance and HELP Committees. The bill would also require HHS to set up an interagency working group within 18 months to improve coordination.
