Cyber and telecom plan for research ships

Within 18 months, NSF would send Congress a plan to upgrade cybersecurity and telecom for the Academic Research Fleet. The plan would assess each ship’s needs, costs, timelines, and shared or central solutions, following CISA and NIST guidance. The plan would set who pays (NSF, Navy research, owners, users), and NSF could support upgrades that fit the plan. The plan would also estimate changes to daily charter rates. Two years after the plan is sent, NSF would report progress to Congress.
