Summary
Billing transparency for electric and gas customers. This bill would require federally funded electric and gas utilities to put clear consumption and price information in each bill, send early usage warnings, and offer optional cost alerts.

- Families and households would see the dollar difference from the previous bill and average monthly use shown in dollars and in kWh or therms on every bill. They would receive a notice on the 10th day if early-period daily use exceeds the prior billing period and a second notice on the 20th day or a consumer-chosen date if use still exceeds the prior period.
- Utilities that receive federal funding would have to establish a program to deliver these bill details, periodic notices, and optional dollar-threshold alerts.
- The Commission would determine which utilities count as “covered” based on receipt of Federal funds and would oversee how the program is implemented.

If enacted, some electric and gas utilities would have to give you clearer bill info. Each bill would show how this charge compares to your last bill. It would also show your average monthly use in dollars and in units (kWh for power, therms for gas). You would get a notice on day 10 if your average daily use in the first 9 days is higher than the last period. You would get another notice on day 20, or the day after a date you pick, if early use stays higher. You could pick a dollar limit and get an alert when you hit it. These rules would apply only to utilities that get federal funding, as decided by the Commission.
