  • Drivers and carriers: Grants aim to add publicly accessible, non-discriminatory truck parking and safety features, easing shortages on key freight corridors and banning access fees for funded spaces.
  • State, tribal, and local governments: Eligible entities can apply for construction and operations grants and may use up to 25% of a grant for preconstruction development. Projects that only identify or manage existing parking are limited to 10% of funding unless they expand capacity.
  • Freight network and public safety: Projects will be chosen for corridor parking shortage, freight efficiency, and highway safety and treated as Federal-aid highway projects. The Department of Transportation must produce public assessments on parking availability with biennial reporting after an initial four-year interval.

*Authorizes $151.0 million per year in appropriations for fiscal years 2025–2029 to fund the program.*

Funding to expand truck parking

This bill would create a national grant program to add safe truck parking and improve driver safety. It would authorize $151 million each year for 2025–2029. States, local governments, MPOs, Tribes, and multistate groups could apply. Grants could build new spaces at rest areas or near truck stops and ports, reopen public sites, add safety features, and use tech to show open spots. Parking built with these funds would have to be open to all CMV drivers, with no access fees. Funds could not pay for vehicle charging or fueling infrastructure. Up to 25% of a grant could cover planning, and no more than 10% of yearly funds could go only to parking information projects (unless part of expanding capacity). DOT would favor areas with parking shortages, spread projects across regions, and report to Congress 4 years after enactment and then every 2 years. Funds would stay available for up to 3 years after the fiscal year they are made available.
