Choices for Increased Mobility Act of 2025

Sponsored By: Representative Joyce (PA)

Introduced

Summary

Creates material-based Medicare payment rules and codes for ultralightweight manual wheelchairs. It would require the Secretary to establish two or more HCPCS codes by Jan 1, 2026, including at least one for bases using titanium or carbon fiber and at least one for other bases, and it would let suppliers bill beneficiaries the difference between Medicare payment and the supplier's charge while allowing the Secretary to require a pre-purchase notice.

Show full summary
  • Medicare beneficiaries: People who rely on Medicare Part B for wheelchairs could face an out-of-pocket charge for the price gap if they choose an ultralightweight base and might receive a required notice about that liability.
  • Suppliers: Suppliers would use the new HCPCS codes and receive payment under the existing Part B frequency and amount rules for these chairs, and they may collect any difference from the beneficiary.
  • Medicare program: The change would add material-based coding for ultralightweight bases but preserve the overall Medicare Part B payment framework for other wheelchairs.

Medicare users may owe more for ultralight wheelchairs

If enacted, Medicare would create at least two billing codes for ultralight manual wheelchair bases. One code would cover titanium or carbon fiber bases; another would cover other materials. Starting on or after January 1, 2026, Medicare would pay the usual Part B amount to the supplier. If you pick a titanium or carbon fiber base, the supplier could bill you the difference between their price and Medicare’s payment. The Secretary could require a notice before you buy or rent, warning about these possible costs.
