Show full summary
  • People in the Northern Mariana Islands and American Samoa would be covered by the program and eligible for federal employment services under the Act.
  • Funding rules change. The bill makes the first allotment go to Guam and the Virgin Islands and sets a staged allocation so that if total allotments exceed FY2025 levels, each of CNMI and American Samoa would receive an amount equal to one-half of Guam's allotment for that year.
  • The bill would also place CNMI and American Samoa under the Act's unemployment compensation law requirements so they are subject to the same rules listed for Guam.

Job services for Northern Mariana Islands and American Samoa

If enacted, this bill would add the Northern Mariana Islands and American Samoa to federal Wagner-Peyser job services. People and employers there would be under the same unemployment compensation rules that apply in Guam. It would also change how job-service funds are split among territories. Starting with the first year when total allotments are higher than in fiscal year 2025, each territory would get one-half of Guam’s first allotment for that year. The coverage change would start at enactment; the funding rule would start once that trigger happens and then continue each year.
