Annual Pacific plan and budget report

The Coast Guard would send a Pacific operations plan by December 31, 2025, and every year after. It would set goals, areas for more presence, a 10‑year demand forecast, and needed staff, gear, and facilities. The plan would be unclassified with an optional classified annex. The Commandant would brief Congress by February 15, 2026 and yearly. A detailed Pacific budget display would also be due by February 15, 2026 and yearly, tied to the plan’s forecast and broken out by procurement, RDT&E, operations and maintenance, and personnel. All items would go to six named House and Senate committees.

New Coast Guard Indo-Pacific training center

This bill would create a Coast Guard Center of Expertise for Indo-Pacific maritime governance. The Center would offer training, education, and research to build partner capacity. Federal agencies could share data and loan staff to help. The Coast Guard would seek deals where partner countries provide services or funds, or work with their universities to support the Center.

Study of Pacific forward operating bases

The Coast Guard would report within 1 year on possible forward operating bases in the Indo-Pacific. It would list gaps, propose fixed and mobile base sites, and explain why. It would estimate costs, list needed approvals and agreements, and set a timeline to complete by January 1, 2030.

Plan to expand Coast Guard attaches

Within 6 months, the Coast Guard would report on attaches in Indo-Pacific embassies. It would count current attaches and name embassies where more would help U.S. goals. It would include a plan to add attaches and the resources and approvals needed.

Study for a regional maritime group

Within 120 days, the Coast Guard would report on forming a standing Indo-Pacific maritime group. It would review roles like humanitarian aid, anti‑piracy, emergency response, maritime domain awareness, and stopping unregulated fishing. The report could include other relevant issues.
