- GAO must analyze monthly obligations and expenditures against VA’s spending plan, document transfers between accounts, and explain significant diversions from that plan. It must also assess the accuracy of VA projections and identify remedial actions the Secretary may take to improve future estimates.
- GAO must start the initial review quickly and deliver a written report to the Secretary within 30 days after completing each review. The Secretary then must submit each GAO report to the House and Senate Veterans’ Affairs and Appropriations Committees within 30 days of receipt.
- The law creates a cyclical oversight framework by requiring GAO to repeat the same detailed review for each of the five calendar years after enactment, each covering the most recent VA funding year.
