- Veterans: Veterans serve as fellows for up to 20 weeks and receive a monthly stipend while getting a direct pathway to possible long-term employment.
- States and nonprofit partners: Selected States use grants or contracts under 38 U.S.C. § 4102A(b)(5) and enter agreements with nonprofits to operate the fellowships across 3 to 5 States.
- Employers: Employers host fellows, gain a trial period to evaluate candidates, and can hire fellows after the fellowship period.
- Oversight: The Government Accountability Office must report to Congressional veterans committees no later than four years after the pilot begins.
*Authorizes $10.0 million annually for fiscal years 2025–2029 (a total of $50.0 million in authorized funding), which increases federal spending during that period.*
