  • Westminster College and other property owners keep full control of their land. The designation does not restrict owners or change how the City of Fulton, the State of Missouri, or the College administer the site.
  • The Secretary of the Interior could enter cooperative agreements with the State, the City, the College, and eligible public or private groups to provide technical and financial help for protecting historic resources and running educational and interpretive programs for the public.
  • The Secretary must conduct a special resource study that assesses the site’s national significance, the suitability and feasibility of making it a unit of the National Park System, and alternatives. The study must include cost estimates for any federal acquisition, development, interpretation, operation, and maintenance, consult with federal and local stakeholders, and be reported to congressional committees within three years after funds are first provided.

Churchill Museum gets national landmark status

If enacted, the bill would name the Churchill Museum at Westminster College in Fulton, Missouri, a national historic landmark. The title would not limit what the College or any owner can do with the property, and would not change how the State, City, or College runs it. The Interior Department would be able to sign cooperative agreements after consulting the State, City, and College. Under those agreements, the Department would be able to give technical help or money to protect the site and to provide public education and exhibits. Help would go only to groups that sign an agreement.

Study on Churchill Museum Park status

The Interior Department would be required to study the site’s national importance and whether it should become a National Park System unit. The study would review other ways to preserve and explain the site and list estimated federal costs for land, development, interpretation, operations, and upkeep. The Department would consult federal agencies, Missouri, Fulton, Westminster College, local governments, and interested groups and people. A report to Congress would be due no later than three years after funds are first provided for the study.
