Guarantees restroom access rights for commercial drivers. This bill would let covered drivers use restrooms at businesses where they deliver or wait to be loaded. It would also require port and intermodal terminals to provide restrooms and safe parking for drayage operators.

- Drivers: Covered drivers would be allowed to enter any covered restroom facility at a covered establishment where they are delivering goods or waiting to be loaded, as long as access does not create an obvious health, safety, or security risk.
- Drayage truck operators: Terminal operators would have to provide a sufficient number of restrooms in areas drayage drivers commonly access, add facilities where needed, and designate parking while drivers use restrooms. The rule covers in‑use vehicles with gross vehicle weight rating greater than 33,000 pounds operating on port or intermodal property.
- Covered establishments: The law applies to businesses open to the public and to shippers, receivers, warehouses, and distribution centers. It excludes small fueling or restaurant structures under 800 square feet with employee‑only restrooms and clarifies establishments are not required to make physical changes to restrooms to comply.

Ports would provide restrooms for truckers
Port and intermodal terminals would need to provide enough restrooms for drayage truck drivers in areas they use. Terminals would let drivers use existing restrooms when it does not pose a clear safety risk. Where needed, terminals would add restrooms and set a place to park while using them. Covered drivers are those operating trucks over 33,000 pounds on port or intermodal property to load, unload, or move cargo. Portable toilets could count if placed in a safe area.
Restroom access for truck drivers
Covered truck drivers would be allowed to use restrooms at businesses where they deliver or wait to be loaded. It would apply to commercial motor vehicle drivers covered by federal DOT rules. Access would be to restrooms for customers or employees, in areas without an obvious health, safety, or security risk. The bill would not require businesses to remodel or add restrooms. Very small gas stations or restaurants (800 square feet or less) with employee-only restrooms would be excluded.
