This bill would require the President to notify Congress within 48 hours after imposing or raising an import duty and to explain the reasoning and expected effects on U.S. businesses and consumers.
- Congress: Would receive 48-hour notifications and could use expedited joint resolutions to approve or end a duty. A duty stays in effect for up to 60 days unless Congress approves it.
- President and administration: Must provide a written explanation and an assessment of potential impacts within 48 hours. Antidumping and countervailing duties are excluded from this review.
- Businesses and consumers: Would get a formal impact assessment and shorter uncertainty because new or higher duties automatically lapse after 60 days without congressional approval.
