Summary
Requires DHS to implement the Migrant Protection Protocols (MPP) under the January 25, 2019 Nielsen policy guidance. The bill would direct the Secretary of Homeland Security to carry out MPP consistent with that Nielsen memorandum and to apply that guidance as necessary to implement the program.

Return some asylum seekers to Mexico
This bill would require the Department of Homeland Security to run the Migrant Protection Protocols again. DHS would have to follow the memo from Secretary Nielsen dated January 25, 2019. The requirement would apply even if other federal laws conflict. Some noncitizens and asylum seekers would be returned to Mexico to wait for U.S. immigration hearings. Border processing and enforcement could change. There is no new funding or end date. The change would take effect on enactment.
