Public animal-use reports from NIH-funded research

The bill would make NIH-funded research organizations file one animal-use report each year for the prior fiscal year. The report would list animals by four groups: no pain or distress (including routine shots, tattooing, and blood draws); pain or distress with pain‑relief drugs; pain or distress where pain drugs would harm the research; and animals bred or held for future use. NIH would give a standard form to each animal care committee. NIH would post each filed report online in a public, searchable database within 3 months after filing. These requirements would start 2 years after the bill becomes law.
