New car braking standards to protect cyclists

If enacted, this bill would require the Transportation Secretary to set minimum rules for automatic emergency braking (AEB) on new light vehicles. The final rule would be issued within 3 years after enactment. AEB would need to work in daylight and low light, engage up to the required top activation speed, and detect and respond to vulnerable road users. That includes bicyclists and motorcyclists across all skin tones, clothing colors, and protective gear. Covered vehicles would be passenger cars, multipurpose passenger vehicles, and trucks up to 10,000 pounds GVWR. Passenger cars and multipurpose passenger vehicles carry up to 10 people. The bill would use existing federal definitions for AEB and for “vulnerable road user.” The compliance date would be no later than two model years after the model year when the final rule is issued.
