Ban on gender transition care for minors

If enacted, this would make it a federal crime for health workers to perform or help with a gender transition procedure on a minor (under 18). Penalties could include a fine and up to 5 years in prison. The crime would apply only with a federal link, like crossing state lines, using interstate mail or phones, or using items that moved in commerce. The bill defines these procedures broadly, including puberty blockers, high‑dose hormones, surgeries like mastectomy, hysterectomy, orchiectomy, phalloplasty or vaginoplasty, chest implants, voice surgery, and removal of healthy tissue. It would exclude care for diagnosed disorders of sex development, treatment of complications, emergency life‑saving care, puberty blockers for precocious puberty, and male circumcision, when given with the patient’s or parent’s consent.

Right to sue providers for banned care

If enacted, a person who had a covered gender transition procedure could sue each person who performed it. A court could award money or other appropriate relief. This right would apply only to procedures covered by this section.

No charges against recipients of banned care

If enacted, people who received a covered gender transition procedure would not be arrested or prosecuted under this section. This protection would apply to the person who had the procedure.
