Faster vaccine guidance and coverage
This bill would put the national vaccine advisory group into law. It would tie its advice to insurance coverage rules and the Vaccines for Children program. ACIP would meet at least three times a year and review new vaccines fast. It would meet within 90 days of first marketing and aim to recommend within 90 days after a license holder’s written notice. The HHS Director would adopt ACIP advice unless the evidence is not strong enough, post decisions online, and alert Congress within 48 hours when disagreeing. If enacted, the ACIP list would guide which pediatric vaccines the government buys and delivers.
Stronger rules for vaccine injury table
This bill would raise the bar for changing the Vaccine Injury Table. Removing a vaccine or changing listed injuries would need a preponderance of the best available science. It would not stop the Secretary from adding new vaccines to the table under current law.
New rules for vaccine advisory panel
The bill would set who serves on ACIP and how it works. The HHS Secretary would appoint 15 to 19 voting members recommended by the Comptroller General. Members would serve 4‑year terms (the chair 7 years) and may stay up to 180 days if no replacement is named; two‑thirds would make a quorum. Six federal health leaders would be non‑voting members. ACIP would follow federal advisory committee rules, have a federal officer to run meetings, and make records public subject to FOIA. It would authorize $2.8 million each year from 2026 through 2029 for operations, member travel, and staff, if Congress provides the funds.
