- Senior officials, special Government employees (SGEs), and staff of the Executive Office of the President would face clear recusal obligations when a matter would affect an organization they actively participated in during the previous 4 years.
- The bill treats a long list of prior roles as triggers for recusal, including officer, director, trustee, general partner, agent, attorney, consultant, contractor, employee, or direct competitor.
- The expanded trigger does not apply to political organizations described in section 527 of the Internal Revenue Code, so recusals would not be required for those groups.
