A temporary federal gasoline tax holiday in 2025. This bill would zero out the federal per-gallon tax on gasoline sold, entered, or removed from the date of enactment through January 1, 2026. It would require the Treasury to transfer money from the general fund to make up the lost receipts for two dedicated trust funds and gives the Treasury authority to enforce that fuel sellers pass the tax reduction along to consumers.

  • Families and drivers: Gasoline would have the federal tax removed at the pump for purchases between enactment and January 1, 2026. Fuel producers and dealers are directed to reflect the lower tax in consumer prices and the Treasury may act to ensure that happens.
  • Highway programs: The Secretary of the Treasury would transfer from the general fund an amount equal to the revenue reduction that would have gone to the Highway Trust Fund so those programs continue to receive funding.
  • Tank cleanup programs: The Treasury would also transfer equal amounts to the Leaking Underground Storage Tank Trust Fund and treat those transfers as tax receipts for trust-fund accounting purposes.
