  • Producers in the bill's named Texas counties would be eligible for payments under EQIP to implement conservation practices that fix damage to farmland and farm infrastructure. Contracts for these payments are limited to a 1-year term.
  • The measure defines "covered land" by listing specific counties along the Texas southern border, making eligibility geographic and land-specific rather than crop- or practice-specific.
  • It adds a new subsection to the Food Security Act of 1985 to authorize these payments but does not set funding levels, phase-in dates, or sunset dates in the text provided.

Conservation help for Texas border farms

If enacted, this would create a Southern Border Initiative under the Department of Agriculture’s Environmental Quality Incentives Program (EQIP). Farmers and ranchers with land in listed Texas border counties—such as Brewster, Cameron, El Paso, Hidalgo, Maverick, Starr, Webb, Willacy, and others—could get payments for conservation work. The money would help fix damage to fields and farm infrastructure when that damage causes natural resource problems. Each payment contract would last one year. This would take effect upon enactment.
