  • Federal land management agencies would get a review that identifies which programs, rules, and authorities enable or inhibit work across Federal and non-Federal boundaries. This aims to show where policy or rule changes could help agencies coordinate better.
  • States, local governments, and Tribal governments would see an assessment of whether changing those programs or rules would increase their capacity or access to funding for wildfire mitigation. The focus is on practical barriers to joint projects and funding.
  • The study would evaluate activities under subsection (e) of section 103 of the Healthy Forests Restoration Act of 2003, including how to improve their effectiveness and whether that subsection increased access to mitigation funding. The Comptroller General would deliver a report with findings and recommendations to congressional natural resources committees within 2 years.
