Summary
Cross-boundary wildfire mitigation is the main goal. This bill would direct the Comptroller General of the United States to study Federal programs, rules, and authorities that help or hinder wildfire mitigation across Federal and non-Federal land.

- Federal land management agencies, the Secretary of Agriculture acting through the Chief of the Natural Resources Conservation Service, and the Secretary of Homeland Security acting through FEMA and the U.S. Fire Administration would be examined to identify programs and rules that enable or inhibit cross-boundary mitigation and to assess whether changes would increase capacity or access to funding.
- State, local, and Tribal governments would get recommendations to simplify collaboration with federal agencies and reduce wildfire risk across land ownership boundaries.
- The study would evaluate activities under section 103(e) of the Healthy Forests Restoration Act of 2003, including how to improve their effectiveness at mitigating wildfire and whether that subsection increased access to funding.
- The Comptroller General would submit a report with the study findings and recommendations to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee within two years.
