RAPID Reserve Act

Summary

This bill would create a program to build and maintain a national rolling reserve of critical drugs and active pharmaceutical ingredients (APIs). It sets rules for which medicines qualify, requires contract-backed six-month (or Secretary-determined) reserves of APIs and finished drugs, and pushes for domestic manufacturing and surge capacity.

National drug reserve to prevent shortages

HHS would create a program to keep a rolling six-month reserve of certain drugs and their ingredients. HHS would publish the covered list, pick eligible companies, and favor domestic manufacturing. Reserves would be stored in approved U.S. sites or certain OECD countries. Awards could pay for storage, testing, delivery, and help build or upgrade non-federal factories. Companies would replenish stock, boost output when asked, and let HHS direct transfers or allocation during emergencies. HHS would issue guidance within 180 days and report to Congress two years after the first award, then every two years. The bill would authorize $500 million for fiscal year 2026.
