Summary
Tribal self-determination over the Food Distribution Program on Indian Reservations (FDPIR) would let Indian Tribes and Tribal organizations run FDPIR through negotiated self-determination contracts and self-governance agreements with the Department of Agriculture.

- Indian Tribes and Tribal organizations could request contracts or agreements to purchase commodities and run FDPIR services on their reservations. They are presumed eligible if they meet the eligibility rules in title I or title IV of the Indian Self-Determination and Education Assistance Act.
- Reservation households could receive commodities chosen by their Tribe that must be domestically produced and must equal or exceed the nutrition of current FDPIR packages or have Tribal significance to the Tribe.
- The Secretary of Agriculture would negotiate and oversee these agreements, consult with Tribes on how Tribal organizations participate, and must report to the House and Senate Agriculture Committees within one year and annually thereafter.
- Existing FDPIR demonstration projects under the 2018 farm law would end once the performance periods finish for Tribes holding those demonstration contracts.

Tribes could run reservation food program
If enacted, Tribes and Tribal organizations could ask USDA to run the reservation food program and buy the foods. Eligibility would follow Indian Self-Determination rules, and USDA would consult with Tribes on how groups can take part. Foods would have to be grown in the U.S., keep the same total amount as the FDPIR Guide Rate, and be as healthy or have Tribal importance. USDA would use self-determination and self-governance agreement rules, with changes only by the Tribe’s consent. USDA would report to Congress each year, starting 1 year after the new rule takes effect.
Tribal food program demos would end
If enacted, special demonstration projects in the Tribal food program would end. This would happen after the last demo contract’s performance period finishes. If your household gets demo-only features, those could stop when that contract ends. This applies only to Tribes with those demo contracts.
