Small Business Liberation Act

Creates a narrow duty exemption for small businesses. The Small Business Liberation Act would exempt from duties imposed under Executive Order 14257 goods imported by or for the use of small business concerns, using the size definition in section 3 of the Small Business Act. The bill links relief directly to that legal definition and limits the change to imports used by or for qualifying small businesses.

Duty relief for small business imports

If enacted, qualifying small businesses would not pay duties on goods covered by Executive Order 14257 (90 Fed. Reg. 15041). The exemption would apply only to goods imported by or for the use of the small business. To qualify, the business must meet the Small Business Act definition of a "small business concern" (15 U.S.C. 632). This could lower import costs for eligible firms. It would take effect upon enactment.
