Sturgeon Conservation and Sustainability Act of 2025
Sponsored By: Representative Rep. Fine, Randy [R-FL-6]
In Committee
Summary
Would exempt captive-held sturgeon and their progeny from certain Endangered Species Act protections until they are intentionally returned to the wild. The bill would carve out those fish from Section 9(a)(1) and section 7(a)(2) requirements while requiring anyone who holds them to demonstrate eligibility and to keep and provide inventories, documentation, and records to the Secretary on request. New regulations would set the specific recordkeeping rules and must avoid unnecessarily duplicating existing agency requirements.

New rules for sturgeon farms
If enacted, sturgeon farms could get an exemption from some Endangered Species Act bans and consultation rules. It would cover sturgeon that were legally in captivity or a controlled environment on the date the bill becomes law, and their offspring. The exemption would last until an animal is intentionally returned to the wild. Holders would need to show each fish qualifies and keep inventories and records. The Secretary could request records, but should not ask for duplicate paperwork.
