Summary
Would transfer the Space Shuttle Discovery to NASA's Johnson Space Center in Houston for public exhibition and STEM education. The bill would require NASA and the Smithsonian to submit a joint transfer plan, including estimated timeline and cost, to Congress within 90 days and would move the shuttle to Johnson Space Center within 18 months. The Smithsonian would convey title to NASA within one year after the move. The shuttle must be displayed within five miles of Johnson Space Center to advance STEM and Johnson Space Center would oversee it until the Administrator can designate a nonprofit to hold title on the condition the shuttle remain on public exhibition. The Administrator may appropriate such sums as necessary and the President may seek supplemental appropriations to carry out these steps.

Funding to move and display Discovery
If enacted, the government could appropriate “such sums as may be necessary” to NASA to move and exhibit the shuttle. These funds would be in addition to amounts already authorized by other laws. The President could request supplemental funds in later fiscal years. The bill does not set a dollar amount or create direct payments to households.
Move Discovery shuttle to Houston
If enacted, the Discovery shuttle would be moved from the Smithsonian to NASA’s Johnson Space Center within 18 months. NASA and the Smithsonian would send Congress a transfer plan with a timeline and cost within 90 days. After the move, the shuttle would be on public display within 5 miles of Johnson Space Center to support STEM learning. The Smithsonian would transfer title to NASA within one year after the move. NASA could then give title to a nonprofit, if it keeps the shuttle on public display within 5 miles. Johnson Space Center would oversee the shuttle until that title transfer.
