Free access to standards cited in law

If enacted, standards that laws cite would have to be posted online for free by the standards group. The files would need a searchable table of contents or index and meet Section 508 accessibility rules. An account could be required only if it is free and your personal data is not used without your express consent. A standard would keep its copyright only if it is posted within a reasonable time after notice it was cited. If someone challenges access, they would have to prove the group failed; publishing the law and the standard together would not change the standard’s status.
