This bill would require certain federal agencies to report whether they implemented OMB memorandum M-21-04, which covers electronic identity proofing, authentication, a standard electronic consent template, and accepting electronic consent after proper authentication.

- Federal agencies: Would require 16 named agencies to submit reports to the House Committee on Oversight and Government Reform within 120 days after enactment. Each report must say if the agency implemented the covered responsibilities and if not provide a justification, a planned timeline, and the steps being taken to comply.
- People who submit federal records: Would push agencies toward adopting electronic identity proofing and a standard consent form, making it easier to give and manage consent for disclosure of personal records.
- Congressional oversight: Would create a formal record for the House oversight committee to monitor agency compliance with the Privacy Act–related OMB guidance.
