Health Department grants for community violence

If enacted, HHS would create an office and a national center to back community violence programs. It would give four-year grants to community groups and some local governments, focused on high-risk people and trauma-responsive care. The program would get $300 million in 2026, $500 million in 2027, and $700 million each year from 2028 to 2033. Grants would normally cover 90% of costs; HHS could raise this to 100% for some local governments, and no more than 15% of funds could go to local governments. Local governments would pass at least 75% to community groups or non-police safety agencies; hospitals would spend at least 90% on direct services.

Job training for opportunity youth

If enacted, the Labor Department would fund year-round job training for opportunity youth (ages 16–24 not in school or work). It would authorize $1.5 billion for 2026–2033, available until spent. Grants could go to community nonprofits, Tribes, apprenticeship programs, community colleges, and some local governments. Programs would prepare youth for in-demand jobs and teach basic and soft skills. Grantees would report on training, apprenticeships, jobs, school enrollment, unemployment, and weekly earnings.

Who could qualify for these programs

If enacted, the bill would define who could qualify under these programs. "Community violence" would mean serious violence outside family or romantic relationships, not politically motivated. A locality could qualify if, in 2 of 3 years, it had 35+ homicides. Or 20+ homicides with a rate at least twice the national average; the Secretary could also approve compelling need. It would also define "opportunity youth" (16–24, not in school or work) and "basic skills deficient."
