Sponsored By: Representative Rep. Miller, Max L. [R-OH-7]

Introduced

Summary

AI-powered, high-resolution weather and climate modeling is the bill's core aim. This bill would direct NOAA and the Department of Energy to collaborate on advanced computing and to use AI/ML, cloud, quantum, and high-performance computing to improve forecast accuracy and resolution.

  • Families and emergency planners: The bill targets better probabilistic guidance for hazardous weather and water events like hurricanes, tornadoes, flash floods, winter storms, extreme heat, wildfire, drought, and coastal flooding. That aims to improve the quality of warnings and forecasts people rely on before dangerous events.
  • NOAA missions and resource planning: It requires a public 10-year strategic plan on computing and data management within one year, updates every five years through 2035, and annual congressional briefings through 2030. The plan must list computing needs across NOAA line offices including fisheries, oceanographic, and ecological forecasting.
  • Researchers, industry, and workforce: The bill authorizes centers of excellence and public‑private partnerships for training, tool and algorithm development, and long-term workforce and infrastructure growth. It also allows multi-year contracts and a joint DOE-NOAA report within two years on computing, visualization, and dissemination needs.

NOAA 10-year computing plan and report

If enacted, NOAA would have to publish a 10-year computing and data plan within one year. The plan would be updated every five years through 2035 and invite public comments. It would list needs, partnerships, workforce steps, timelines, and performance measures by office. NOAA and the Department of Energy would also send Congress a report within two years that estimates the value of high-resolution forecasts, lists shared computing needs, and gives a deployment timeline. NOAA would brief Congress yearly on progress through 2030.

AI centers and longer NOAA contracts

If enacted, NOAA could expand or create AI and machine learning centers of excellence. These centers could train staff, build software tools, and partner with private and academic groups, including on quantum computing. The bill would direct NOAA to use AI and machine learning to support its missions. It would also let NOAA sign multi-year contracts for cloud and high-performance computing under federal rules. Contracts could include cancellation costs if funding falls through.
