Faster decisions for defense exporters

If enacted, the State Department would create a priority list within 90 days for faster defense export reviews. It would send the list to Congress within 30 days and each year after. Within 30 days after the list is published, State and Defense would start rules to set decision deadlines. To the maximum extent practicable, listed buyers would get a decision (approval, denial, or return) within 45 days; others within 60 days. Deadlines could pause during required congressional review periods or while waiting for Defense Department release decisions. Twice a year, State would report to Congress on any applications that missed the deadlines, with reasons and timelines.
