VA on-site medical waste systems
This bill would require the VA to find VA facilities that would save money by installing on-site regulated medical waste treatment systems over a five-year period. The VA would build a uniform cost model that compares off-site contract costs to on-site costs using manufacturer equipment specs and a ten-year amortization for capital. For each facility the model identifies, the VA would secure, install, and operate an on-site treatment system. The bill would define "regulated medical waste" by reference to 49 C.F.R. 173.134(a)(5), but a State law with a broader definition would control for that State. The bill would not authorize any new appropriations; the VA would need to use existing funds if it implements these changes.
