Treat rural emergency hospital services as outpatient hospital services for Medicaid payment. This bill would also extend Medicaid eligibility to services provided in nursing facility units that are a distinct part of a rural emergency hospital.

  • Rural emergency hospitals: Their services would be explicitly treated as outpatient hospital services under Title XIX of the Social Security Act when such services are available. This change would apply to services furnished on or after enactment.
  • Nursing facility distinct part units: Services provided in a nursing facility that operates as a distinct part unit of a rural emergency hospital would be included among nursing facility services eligible for Medicaid payment.
  • Health and Human Services: The Secretary would have 12 months after enactment to issue final regulations to implement these Medicaid payment clarifications.
